Happy Fall!
I hope your summer was filled with lots of fun in the outdoors. As things cool down (figuratively and literally), the NVOBC will be bringing you business resources, policy updates, and connectivity with other outdoor business owners and enthusiasts.
If you’re not a member, now is a great time to join! Membership will get you free and discounted tickets to our events, access to our community network, and business education.

Nevada SCORP Survey

The Statewide Comprehensive Outdoor Recreation Plan (SCORP) is a ten-year plan that establishes priorities to address unmet needs for public outdoor recreation land throughout Nevada. The process was established in the 1960s as a tool to guide the development and management of outdoor recreation resources in each state.

NVOBC’s State of Nevada’s Outdoors: Policy Update
At the end of October, the NVOBC is going to hold it’s inaugural yearly event highlighting the state of our outdoors.
The event will be in Northern Nevada, and we will have an exciting lineup of speakers. More information coming soon!
Policy Update
Federal Landscape
- EXPLORE Act (Jan 2025): Signed into law to expand outdoor access, streamline permits, invest in infrastructure, and improve digital systems—supporting businesses in gateway communities.
- Department of Interior invited NVOBC in July 2025 to a presentation where they discussed a new position at each of their national parks which will act as the immediate liaison between gateway communities and federal staff members to cocreate solutions with residents and business owners surrounding our beautiful parks.
- White House Conservation Push: The “Make America Beautiful Again” commission (July 2025) was announced, but concerns remain about agency staffing cuts (24% at the National Parks Service) and funding delays for the Land & Water Conservation Fund ($287 million delayed, some delayed indefinitely).
- “On June 23, the U.S. Department of Agriculture (USDA) announced its intent to rescind conservation protections for backcountry recreation areas across the United States. For over 20 years, the Roadless Area Conservation Rule has protected 58.5 million acres of national forest lands across 42 states. Removing these protections would allow for logging, road building, and industrial development that threatens the long-term health of the $1.2 trillion outdoor recreation economy and the communities that depend on it.”

Nevada Focus
- Insurance & Wildfire Costs: Rising recreation demand and climate risks are
driving up wildfire insurance premiums, affecting utilities, homeowners, and
increasingly, recreation businesses. Lawmakers are considering a FAIR Plan to
stabilize coverage, but liability costs remain a concern. - Outdoor Recreation Insurance continues to be a priority issue for our
Members. NVBOC has made this a policy priority moving forward. - Permits, Shuttles & Reservations: Popular parks like Sand Harbor and Red
Rock now require timed reservations or shuttle use. While these measures
reduce congestion, they also add new costs and complexity for businesses and
visitors, raising equity concerns about “pay-to-play” access. - Outdoor Economy: Nevada’s recreation industry contributes over $6 billion
annually. The state continues to invest in trailheads, signage, and grants, but
must balance growth with wildfire risk and public access concerns.
